Overview
This memorandum presents findings from a rapid consultation of Non-Resident Ugandans (NRUs) regarding the Protection of Sovereignty Bill, 2026. While broadly supportive of Uganda’s sovereign interests, the diaspora community raised significant concerns that several provisions of the Bill, as currently drafted, would inadvertently burden ordinary Ugandan citizens living abroad, particularly around remittances, citizenship classification, and freedom of expression.
The consultation reached 178 survey respondents across 31 countries, drew 465 live webinar participants, and generated over 6,000 YouTube views within 24 hours of the recording being posted reflecting unusually high public interest.
